BACKGROUND:
The police department traffic unit enforces truck traffic ordinances that affect our citizens and roadways daily. The 2021 budget originally had $62,416 allocated for the purchase of truck scales for weighing purposes. Recently, many different locations with certified scales have become available to our officers for weighing tractors and trailers for little or no cost to the City of Joliet. Transporting and utilizing mobile scales is very labor intensive and time consuming, compared to the options that our officers now have. It has been determined that a better use of these funds would be to purchase an additional truck enforcement vehicle to safeguard our citizens and roadways.


CONCLUSION:
A 2021 police package Ford Explorer was located at a dealer in Wilmington, IL for $45,656.92. No other dealers have any police package Ford Explorers in stock. No orders for these vehicles are currently being accepted as production plants are still shut down. This vehicle will need to be further upfitted by CAMZ Communications with additional lighting ($1,755.80), Element Graphics for marking ($750.00), and the City of Joliet IT department for Communications Gear ($5,000.00).

Sufficient funds are available for this $53,162.72 purchase in the 2021 Capital Improvements Budget Organization Code 30060020 Object Code 557400. The finance director has been consulted on this purchase and has given approval to utilize the funds for an alternate purpose.
Section 2-438 of the City of Joliet Code of Ordinances states that purchases over $25,000.00 may be awarded without written specifications or bidding under certain circumstances. One of these circumstances applies:

1. (f) Purchases when authorized by a vote of two-thirds (2/3) of all members of the city council then holding office.
