BACKGROUND:

The 2020-2024 Consolidated Plan and 2021 Annual Action Plan for the expenditure of Community Development Block Grant (CDBG) funds from the Department of Housing and Urban Development (HUD) were previously approved by the Mayor and City Council.  The City, through its submission of its 2021 Annual Action Plan allocated up to $50,000 for this Community Facilities and Improvement Project.  Under the CDBG program, Community Facilities and Improvements include buildings owned by non-profits that are open to the general public.

Forest Park Community Center serves the community by providing numerous resources to the neighborhood.  These include food pantries, community gardens, yearly events, and personalized programs.  Services are provided and accessible to all residents of the City of Joliet.  Forest Park Community Center hosts many services in partnership with area stakeholders.

Forest Park Community Center satisfies the following eligibility criteria and is therefore suitable for CDBG funding consideration:

                     CDBG National Objective -

Low-Moderate Area Benefit (LMA): An area benefit activity is one that benefits all residents in a particular area, where at least 51 percent of the residents are low-moderate income (LMI) persons.

                     CDBG-Eligible Activity Category

Public Facilities: The CDBG program identifies buildings owned by non-profits that are open to the general public as eligible.

                     HUD-Designated Performance Objective

                     Create Suitable Living Environments

Availability/Accessibility

Staff recommended funding the Action Plan, which included the specific funding for this project.  The Action Plan was adopted by the Mayor and City Council under Resolution 7671, on July 20, 2021.

The Administration recommends that the Mayor and City Council adopt the attached Resolution authorizing a CDBG Subrecipient Agreement with Forest Park Community Center.
