BACKGROUND:
With the occurrence of the COVID-19 health emergency and the scope of the local response required, through the provisions of the recent federal CARES Act, HUD has allocated an additional $828,874 of CDBG-CV funding to the City in an effort to support the needs of our residents during and in the wake of this pandemic.
While the CDBG-CV funds allocated under the CARES Act may be used for a range of eligible activities that prevent, prepare for and respond to the spread of infectious diseases such as COVID-19, the proposed activities must meet one of the three National Objectives as required by CDBG regulations. The National Objectives are Benefit to low- and moderate- income (LMI) persons; Aid in the prevention or elimination of slums or blight; and Meet a need having a particular urgency (referred to as urgent need).
The Northern Illinois Food Bank project is to expand its capacity to administer and operate a food bank for the benefit of City of Joliet residents due to the heightened need for this service due to the COVID-19 pandemic. The total amount will not exceed $100,000. Northern Illinois Food Bank satisfies the eligibility criteria and is therefore suitable for CDBG funding consideration.
Funds may be used for the purchase of equipment that is reasonable and necessary to carry out the activity and a portion of the general operating costs of the food purchase and distribution that is attributable to the benefit to residents of the City of Joliet.
Staff recommended funding this project using CDBG-CV funds. The Action Plan was adopted by the Mayor and City Council on August 3, 2021.
