Amendment of Section 2-447, Prequalified Bidder Ordinance

BACKGROUND:
During the ongoing review of ordinances in need of updating, the Purchasing Director has requested minor changes to the prequalified bidder ordinance. The ordinance states how a potential prequalified bidder is to submit certification of prequalification, and when that submission is due. The changes to the ordinance allow the potential bidder to submit their certification with the bid instead of submitting it to the clerk beforehand.
This amendment will create a simpler, more bidder friendly system.
