BACKGROUND:
The City maintains over 49,000 water meters. The vast majority are small meters (5/8"x3/4" or 3/4") installed in residential homes. This contract marks the beginning of an annual program to replace the City's small meters to reduce non-revenue water. Per the City's Lake Michigan allocation permit, non-revenue water must be reduced to less than 10% by 2030.
In 2021, the City conducted a small meter testing program to identify meters in need of replacement. Older meters tend to lose accuracy over time, and advances in metering technology are expected to further improve metering accuracy. The Public Service Committee reviewed this memo at the July 18, 2022, meeting and recommended for approval by full Council.
CONCLUSION:
The 2022 - 2023 Small Meter Replacement Program will provide contracted labor for replacement of 5,000 small meters, with option to renew the contract for another year to replace another 5,000 small meters the following year. The water meters are provided by the City, purchased under a separate purchase order. The project schedule provides for work to begin in September 2022 and conclude in March 2023. However, this schedule is subject to change due to ongoing supply chain issues. The 5,000 water meters to be replaced in year one of this contract are ones that testing has shown to have the greatest percentage of under-registering.
The 2022 - 2023 Small Meter Replacement Program was advertised in the Labor Record on June 30, 2022, and three sealed bids were received on July 19, 2022.
