BACKGROUND:
The Mayor and City Council previously approved the 2022 Roadway Reconstruction Program. The Helen Avenue (Charity Avenue - Mills Road) Roadway Improvement Project is part of this Program. This project was advertised on Thursday, July 7, 2022. The Public Service Committee reviewed this memo at the July 18, 2022, meeting and recommended for approval by full Council.
CONCLUSION:
On Monday, July 25, 2022, at 9:00 A.M., three (3) sealed bids were received for the Helen Avenue (Charity Avenue - Mills Road) Roadway Improvement Project. The bid summary is as follows:

The low bid by P. T. Ferro Construction Co., in the amount of $261,523.96, is 20.36% below the engineer’s estimate.
Sufficient funds exist utilizing the Motor Fuel Tax Fund / Roadway Reconstruction Helen Avenue (Org 20090270, Object 557200, Project 22008, $252,073.96), Property Owner Improvement Fund (Org 10090000, Object 524300, Project 22008, $1,000.00), Special Service Area Fund (Org 23020240, Object 557200, Project 22008, $6,450.00), the Water & Sewer Improvement Funds / Projects / Construction Sewer (Org 50180020, Object 557200, Project 22008, $2,000.00).

Based on the above, it is recommended that the Mayor and City Council award the Helen Avenue (Charity Avenue - Mills Road) Roadway Improvements Project, in the amount of $261,523.96, to P. T. Ferro Construction Co.
