BACKGROUND:

The City of Joliet Department of Public Works maintains city streets by patching with Hot-Mix Asphalt (HMA) in the summer and with cold patch during the winter when the asphalt plants are closed.  The biggest challenge with placing HMA is keeping the temperature of the mix at 300 degrees as the patching operations are completed.

 

Currently, City crews will use a 1-ton truck to pick up a load of HMA from one of the local asphalt plants and keep the bed tarped while placing the mix.  Crews then have 1 to 1.5 hours to place a ton of mix before it cools and is no longer workable.  The more efficient way to haul HMA is with a hot box.  Hot boxes have burners and covers that will keep the mix at the appropriate temperature throughout the day while patching operations are completed.  This results in a much more efficient operation with no waste of material.  The HMA can be left in the hot box overnight for use the following day with no loss of workability.  The Public Service Committee reviewed this memo at the July 18, 2022, meeting and recommended for approval by full Council.

 

CONCLUSION:

City staff evaluated four (4) different hot boxes from different suppliers.  These demos lasted between 1 and 5 days.  All roadway districts had the opportunity to use the equipment to determine which model was best suited for City usage.  All models demoed were able to complete the tasks necessary, and one model was selected as being suitable for City use.

 

The KM 8000 TEDD C2M2 - 4 Ton unit was chosen.

 

Section 2-438 of the City of Joliet Code of Ordinances states that purchases over $25,000.00 may be awarded without written specifications or bidding under certain circumstances.  One (1) of these circumstances apply:

 

(f)                     Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council.

 

This purchase will be charged to the FY2022 General Capital Improvement Fund/ Roadways (Org 30090290, Object 557500) $124,996.00

Based on the above, it is recommended that the Mayor and City Council authorize the purchase of four 4-Ton KM8000TEDD Asphalt Hot Box / Reclaimer for use by the City of Joliet Public Works Roadway Division, in the amount of $124,996.00, to Monroe Truck Equipment, Inc.
