BACKGROUND:

The narcotics and tactical units are currently utilizing vehicles that need to be cycled into other Police Units due to visibility concerns and time in their current role.  There are sufficient funds in the Police Special Revenue Fund to update three of these units.  The units replaced would then be redeployed into another role within the Department

 

CONCLUSION:

The desired new vehicles would be purchased locally from dealer stock following normal purchasing procedures.  A Police Interceptor Pick-up is currently available at Ron Tirapelli Ford.  A poll of other local dealers shows no others are in stock or expected.  The price of the unit plus upfit is expected not to exceed $56,000.00.  Additionally, the PD is looking to purchase two (2) additional units (possibly a Passenger Van and SUV).  Total purchases of all vehicles and upfit are not expected to exceed $140,000.

Section 2-438 of the City of Joliet Code of Ordinances states that purchases over twenty-five thousand dollars ($25,000.00) may be awarded without written specifications under certain circumstances.  One (1) of these circumstances applies:

(f)                     Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council.

 

Sufficient funds are available for this purchase request in the 2022 Police Special Revenue Fund: Org Code 22160020 Object Code 459000 (project code ART36 - ARTICLE 36 Seizures).

Based on the above, it is recommended that the Mayor and City Council approve the purchase and upfit of these three vehicles for the narcotics and tactical unit not to exceed $140,000.
