BACKGROUND:
The Eastside Wastewater Treatment Plant utilizes four Flygt/Xylem raw sewage pumps to pump the incoming sewage through the plant. Since initial installation of the pumps in 2014 Xylem has released an advanced monitoring system that allows temperature, vibration, and power consumption to be constantly monitored in real-time. Installation of the monitoring system will allow plant staff to better predict future maintenance needs therefore extending the life of the pumps. The Public Service Committee will review this matter.

CONCLUSION:
Since the influent pumps are critical to the operation of the wastewater treatment plant, City staff requested a quote from Xylem Water Solutions USA, Inc. to provide and install the most current pump monitoring system. Xylem Water Solutions USA, Inc. submitted a not-to-exceed price of $31,212.70. The life expectancy of the pumps is 25-30 years.

Section 2-438 of the City of Joliet Code of Ordinances states that purchases over twenty-five thousand dollars ($25,000.00) may be awarded without written specifications under certain circumstances. Three (3) of these circumstances apply:

(a) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council;

(b) Purchases which may only be practicably made from a single source;

(c) Purchases for additions to and repairs and maintenance of equipment owned by the city which may be more efficiently added to, repaired or maintained by a certain person;

Sufficient funds exist utilizing the Water & Sewer Improvement Fund / Eastside Wastewater Treatment Plant (Org 50180802, Object 557200, $31,212.70).
