Ordinance Amending Section 31-75 and Section 31-76 of Chapter 31 of the City of Joliet Code of Ordinances (Utility Billing Payment Plans and Leak Credits)

BACKGROUND:
Utility Billing Payment Plans and Leak Credits were formally adopted by the City Council on March 21, 2023. Over the past year staff is requesting some minor tweaks to both items. Changes and their rationale is below. We have also added language to both sections that they must cooperate with water meter maintenance. We find this one of the most challenging items with meter maintenance is the occupant allowing access for maintenance.
Payment Plans
Down Payment
We have found that in some cases, the 25% down was financially unattainable for some accounts. Therefore, we are proposing the down payment be the lesser of 25% or 2 months bills.
Term
To help with affordability and success we are proposing better clarity to the allowed term of payment plans.
Leaks/Catastrophic water loss
Change made to limit the credit to six months of bills. Over the past year claims for high usage over multiple years were being submitted.
