BACKGROUND:
The existing drainage channel passing under Rosalind Street just west of Briggs Street is showing signs of deterioration. Previously, numerous structural repairs have been completed to stabilize the existing crumbling limestone block abutments. Additionally, frequent asphalt patching of the roadway over the channel occurs. The City of Joliet has been approved for grant funding for the design and construction of the replacement of this culvert in the amount of $500,000.00 using the American Rescue Plan Act (ARPA). The Public Service Committee will review this matter.

CONCLUSION:
The City of Joliet must follow the Illinois Department of Transportation Bureau of Local Roads and Streets Manual procedures for retaining a professional consultant to complete the engineering services when utilizing Federal funds. The manual states that the selection of a consultant is to be based on the Qualified Base Selection (QBS) process for consultant engineering services. The project was publicly advertised and consultants were requested to submit a Statement of Qualifications (SOQ).

After review of the SOQs and consultant presentations, V3 Companies was selected to provide Phase II engineering services for this project. V3 Companies has previously performed bridge design work and construction oversight within Will County and other area communities.

A Scope of Services and Cost Estimate of Consultant Services for the Phase II Engineering have been submitted and reviewed and are acceptable. The services will be awarded utilizing time and material rates as submitted at a total cost not to exceed $80,257.00.
