Request for Approval to Purchase a Linear Light Source for the Evidence Unit

BACKGROUND:
On September 19, 2023, the City Council approved a resolution authorizing the City to enter into a Regular 2023 Justice Assistance Grant Intergovernmental Agreement between the City of Joliet and Will County. This agreement was developed to distribute funds allocated to both agencies jointly from the Bureau of Justice Assistance. The City's allocation of the grant, $32,387, was assigned toward the purchase of a linear light source for use by the Evidence Unit.
The grant from the Bureau of Justice Assistance has since been awarded; the Joliet Police Department would like to move forward with the purchase. The technology is capable of processing, illuminating, and identifying fluids as well as capturing quality fingerprints. Deployment of this camera at crime scenes will result in a higher level of efficiency within the Evidence Unit.
Foster & Freeman is the only company offering this type of equipment in the United States. A quote has been provided for the following:

This item was reviewed at the Public Safety Committee Meeting held on March 5, 2024, and recommended to the full Council for approval.
CONCLUSION:
The items budgeted will assist the Police Department in accessing modern technology when responding to crime scenes. There is no required local cash match.
