Request for Authorization to Purchase Two (2) Polaris Crew XP Units for the Police Department for $61,497.42
end

BACKGROUND:
The Police Department is requesting authorization to purchase two (2) Polaris Crew XP units. These units would be used by our Special Operations Squad (SOS) and officers working City of Joliet special events for quick response to immediate and evolving public safety situations. These units will also give the Police Department the ability to access difficult terrain when needed in the performance of public safety. The Police Department would also have the ability to navigate treacherous areas caused by natural disasters, rescue efforts, fleeing suspects, or other unforeseen events. This item was reviewed at the Public Safety Committee Meeting held on March 5, 2024, and recommended to the full Council for approval.

CONCLUSION:
The Polaris's will be funded by revenue collected from the Police Vehicle Fund (Org: 221600200, Object: 557500, Project: PDVEH). The quotes provided do not include emergency lights which will be added later by Fleet Services.

Three price quotes were obtained for the above-listed equipment:

Vendor
Unit Price
# of Units
Total Price
Polaris
$30,769.54|1010|$61,539.08
Shorewood Home and Auto
$30,748.71|1010|$61,497.42
Gina's Motorsports of Monee
$34,112.00|1010|$68,224.00

Shorewood Home and Auto is a local business and has the lowest quote. The Joliet Fire Department had previously purchased Polaris from that business in 2014. Fleet Services is also well-versed in the maintenance of these vehicles.

All quotes are attached for review.

In accordance with section 2-438 of the City of Joliet Code of Ordinances which states that purchases over $25,000.00 may be awarded without written specifications or bidding under certain circumstances. Two of these circumstances apply:

1. (c) Purchases of equipment which, by reason of training ...
