BACKGROUND:
The 2024 City of Joliet Budget includes funding for the 2024 Mosquito Abatement Program. The Public Service Committee will review this matter.

CONCLUSION:
Several treatments for mosquito control have been investigated and it has been determined that the most cost-effective abatement program consists of treating and eradicating the mosquito species that carries the West Nile Virus. This species of mosquito lives and breeds in the manholes, catch basins and inlets throughout the City.

Clarke Environmental Mosquito Management Inc. is a sole source provider of Natular tablets, which eradicate mosquitos and last up to 180 days after placement. Clarke Environmental has completed the City's mosquito abatement program in recent years. It is recommended that the City enter into a three (3) year abatement program for 2024, 2025, and 2026 to treat the approximately 6,800 manholes, catch basins, and inlets throughout the City.

Section 2-438 of the City of Joliet Code of Ordinance states that purchases over $25,000.00 may be awarded without written specifications under certain circumstances. Two (2) of these circumstances apply:

(a) Purchases which may only be practicably made from a single source;

(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council.

Sufficient funds exist utilizing the 2024 Public Works Roadways / Contractual Services (Org 09029000, Object 524200, $35,772.00). Future funds will be made available in the 2025 and 2026 Public Works Roadways / Contractual Services (Org 09029000, Object 524200, $36,845.00 in 2025 and $37,950.00 in 2026)
