Resolution Accepting Grant of Permanent and Temporary Easements for 126 Iowa Avenue on the Hickory Creek East Water Main Improvement Project

BACKGROUND:
On January 5, 2021, the Mayor and City Council approved Resolution 7613, committing to water conservation through the reduction of non-revenue water in order to comply with the allocation requirements of the Level of Lake Michigan Act, 615 ILCS 50, and the corresponding State regulations. A condition of the City’s Lake Michigan water allocation permit is completion of the City’s Non-Revenue Water Reduction Plan. A major component of this Plan is water main replacement. The Hickory Creek East Water Main Improvement Project is part of the 2024 Water Main Improvement Program. Permanent & temporary easements are required at 126 Iowa Avenue, Joliet, IL 60433 to build a portion of this project. The work is scheduled to be constructed in 2024. The Public Service Committee will review this matter.
CONCLUSION:
Staff has negotiated a permanent and temporary easement agreement with the owner of 126 Iowa Avenue. The attached easement agreement will provide access for the Hickory Creek East Water Main Improvement Project. A total lump sum payment of $1,500.00 has been agreed upon for these needed permanent and temporary easements:

Based on the above, it is recommended that the Mayor and City Council approve the attached Resolution accepting the permanent and temporary easements from Clarence Egbe, owner of 126 Iowa Avenue, Joliet, IL 60433.
