BACKGROUND:

On May 3rd, 2022, the City Council approved the police department to enter into a sole source agreement with Blue Line Professional Consultants, LLC. This agreement is a recommendation per Illinois House Bill 3653, which provides mental health screening services to all law enforcement personnel on an annual basis. The police department requests that its civilian staff, such as 911 Communication Dispatchers, FOIA analysts, and front desk personnel, be added to the current agreement.  This item was reviewed at the Public Safety Committee Meeting held on March 5, 2024, and recommended to the full Council for approval. 

 

CONCLUSION:

Blue Line Professional Consultants LLC will provide mental health screening and services to all civilian personnel within the police department who regularly experience the same stresses and conflicts our sworn personnel encounter. Blue Line Professional Consultants has qualified licensed personnel with the expertise and cultural competence necessary to work with law enforcement and civilian staff. Blue Line Professional Consultants currently provides the same services to other law enforcement agencies within Will and Grundy County.

 

RECOMMENDATION:

Based upon the above, it is recommended that the Mayor and City Council approve an amendment to the sole source agreement that will include civilian personnel with Blue Line Professional Consultants LLC and the Joliet Police Department. Blue Line Professional Consultants has supplied a Vendor/Subcontractor agreement for the police department, which states it will charge $150.00 per department member. The police department has authorized staffing for 286 sworn officers and approximately 50 Communications dispatchers, front desk personnel, and FOIA Analysts.
