BACKGROUND:
The 2024 City Budget includes funding for the replacement of streetlight control cabinets. These materials will replace aging cabinets that are past their expected service life. The Public Service Committee will review this matter.
CONCLUSION:
The City of Joliet has only one approved manufacturer that supplies the City with streetlight control cabinets. Excel Ltd., Inc. is the sole source supplier of the materials. Excel Ltd., Inc. provided a quote, in the amount of $74,995.00, for the purchase of twelve (12) new streetlight control cabinets.
Section 2-438 of the City of Joliet Code of Ordinance states that purchases over $25,000.00 may be awarded without written specifications under certain circumstances. Two (2) of these circumstances apply:
(a) Purchases which may only be practicably made from a single source;
(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council.
Sufficient funds exist utilizing the Capital Improvements Fund / Public Works - Engineering & Construction (Org 30090270, Object 557500, $74,995.00).

Based on the above, it is recommended that the Mayor and City Council award a contract for the purchase of twelve (12) streetlight control cabinets, in the amount of $74,995.00, on behalf of Excel Ltd., Inc.
