BACKGROUND:

In 2019 the City completed sewer cleaning and televising of the Bluff Street and West River Wall Interceptor sewer.  The televising inspection data showed significant deterioration of the 30-inch Bluff Street Interceptor between Ruby Street and the connection to the West River Wall at Bridge Street.  The interceptor is approaching 100 years in age and the deterioration is being caused by grit in the wastewater flow and from high scouring velocities.  In some areas the interceptor is missing the bottom of the pipe and the steel reinforcement is protruding in the flow line.  Due to the severity of the deterioration the City is no longer able to maintain the interceptor properly or safely until rehabilitation is completed.  Therefore, it is recommended that the interceptor be rehabilitated using a cured in place pipelining method.

 

On October 3, 2023, the Mayor and City Council approved an Amendment for the Use of Community Development Block Grants which proposes to allocate $650,152.00 of funding for the engineering and construction of the Bluff Street Interceptor Rehabilitation.  The Public Service Committee will review this matter.

 

CONCLUSION:

On Tuesday, March 5, 2023, at 10:00 a.m., four (4) sealed bids were received for the Bluff Street Interceptor Rehabilitation Project.  The bid summary is as follows:

*The bid submitted by Insituform Technologies USA LLC was corrected from the “as-read” amount at the bid opening.  There was a mathematical error in the bid amount of the Bid Opening documents.  The Bid Amount shown in the table above is the corrected amount.

 

The low bid from Insituform Technologies USA LLC, in the amount of $1,217,641.00, is 4% above the engineer’s estimate.  Insituform Technologies USA LLC has previously satisfactorily completed similar work for the City.

 

Funds will be charged to the 2024 Water & Sewer Improvement Fund / Projects / Construction (Org 50180020, Object 557200, $1,211,780.00, Project 23037).  $650,152.00 of this funding will be reimbursed by Community Development Block Grant funds.

 

Included with this Contract Award is Amendment No. 1 for the Bluff Street Interceptor Rehabilitation Design Professional Services Agreement with RJN Group Inc, for an amount not to exceed $104,620.00, for construction administration and resident engineering services.  During construction RJN Group Inc will provide construction related engineering services including construction inspection, contractor submittal reviews, respond to contractor requests for information, review pay requests, attend monthly meetings, and review post construction televising for quality assurance.

 

Section 2-438 of the City of Joliet Code of Ordinance states that purchases over $25,000.00 may be awarded without written specifications under certain circumstances.  Two (2) of these circumstances apply:

(f)                     Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council;

 

(g)                     Purchases of Professional Services.

 

Funds will be charged to the 2024 Water & Sewer Improvement Fund / Professional Services (Org 50180020, Object 557200, $104,620.00, Project 23037).

Based on the above, it is recommended that the Mayor and City Council take the following actions:

 

1.                     Award the Contract for the Bluff Street Interceptor Rehabilitation Project, in the amount of $1,211,780.00, on behalf of Insituform Technologies USA LLC.

 

2.                     Approve Amendment No. 1, for the Professional Services Agreement for the Bluff Street Interceptor Rehabilitation Design Professional Services Agreement, in the amount not to exceed $104,620.00, on behalf of RJN Group Inc.
