BACKGROUND:
The City of Joliet has been approved to utilize Rebuild Illinois Bond Funds received from the State for the design and construction of Chicago Street from Jefferson Street to Webster Street. Items not eligible for Rebuild Illinois funding, including the decorative streetscape design elements, will be paid for with local development funds.
The primary objective of the Phase I Engineering Services is to develop a preliminary improvement plan that builds off the 2018 Chicago Street Corridor Plan and provides the desired level of traffic safety and operation, minimizes the impacts to adjacent properties, and fulfills all of the requirements for processing and funding of this project by the City of Joliet and Illinois Department of Transportation. The Public Service Committee will review this matter.
CONCLUSION:
The City of Joliet must follow the procedures in the Illinois Department of Transportation Bureau of Local Roads and Streets Manual for retaining a professional consultant to complete the engineering services. The City of Joliet invited five (5) consultants to submit their qualifications to complete the Phase I engineering services. Interviews were conducted with three (3) consultants and it was determined that Civiltech Engineering, Inc. was best qualified to complete the requested services. Civiltech Engineering, Inc. has submitted an acceptable proposal, including a Scope of Work and Cost Estimate of Consultant Services for the Phase I engineering.
The contract for services will be awarded utilizing time and material rates, as submitted, for a total cost, not to exceed $299,229.00...
