BACKGROUND:
In the spring of 2021, the City prepared a request for qualifications (RFQ) for a multi-phased lift station assessment, evaluation, and design engineering program. Fifteen proposals were received, and staff selected seven engineering firms to interview. Staff ranked Trotter and Associates Inc. as the most qualified engineering firm. Ranked as a close second place firms were Strand Associates, Inc. and Donahue & Associates, Inc. On June 16, 2021, the City Council approved a contract with Trotter and Associates Inc. for the Phase I Lift Station assessment portion of the program. The scope of the Phase I project included completing a detailed inventory and condition assessment of all the City's 50 lift stations. Trotter and Associates ranked 10 lift stations for priority rehabilitation or replacement. The first of the ten priority lift stations, Lawrence Avenue Lift Station, is currently in construction phase. The next two priority lift stations, Greenfield Lift Station, and Benton Lift Station, are planned for replacement in 2023.
Trotter and Associates provided a proposal for detailed design engineering for the Greenfield Lift Station and the Benton Lift Station. Staff reviewed Trotter and Associates' proposal and could not come to an agreement on pricing. Staff then asked the next two top rated firms, Strand Associates, Inc. and Donahue & Associates, Inc. to provide a proposal for design engineering of the Greenfield Lift Station and Benton Lift Station.
The Public Service Committee will review this matter.
CONCLUSION:
On August 5th, 2022, three proposals were received. The proposal summary is as follows:
